Alan Pardoe MCMA

Chairman

Alan PardoeAlan joined the company as an assistant management accountant in 1970, and was promoted to credit manager, then financial accountant before moving to the position of group chief accountant in 1978. In 1983 he became the finance director, managing director in 1992 and then chairman of the company in 2008. Alan is also the current Chairman of the Mineral Products Association’s South West Region.


Michael Hill BA (Hons), MBA

Chief Executive

Michael HillMichael is the great-grandson of Edward Hill, founder of the company and joined the family business in August
1994 after spending several years in Bristol working for
the accountancy firm KPMG. Mike graduated from Brunel University with a joint honours degree in European Business Management and Spanish and in 2004 graduated from the University of Bath with an MBA. Mike became Group chief executive in April 2008.


Ed Dodd

Deputy Chief Executive

and Group Director – Waste & Resource Management Ed Dodd
Ed joined Hills in 2006 as waste facilities manager and became a divisional director of Hills Waste Solutions in 2012 before being appointed as a Group director in June 2019. Ed manages and oversees the waste management and treatment activities within Hills Waste Solutions and Hills Municipal Collections together with The Hills Group’s involvement in Northacre Renewable Energy’s waste to energy project in Westbury. Ed began his career in waste management in 1996 focusing on the technical and scientific aspects of the industry and then gradually moved into engineering, contract, project and general management. In 2003 he embarked on a two year project working for the British Antarctic Survey based in Antarctica supporting Antarctic research. A Fellow of the Geological Society, Ed holds a degree in Environmental Geoscience and an MSc in Applied Environmental Geology. He is a Chartered Member of the Chartered Institution of Wastes Management.


Steve Huntly

Divisional Managing Director – Quarry Products

Steve HuntlySteve has a long career in the Heavy Building Materials industry, including his appointment as Regional Managing Director in the South for Cemex, as well as several leadership roles in companies such as Saint Gobain and Coram UK. Steve oversees all aspects of Hills Quarry Products‘ business, including its seven sand and gravel quarry sites, eight ready-mixed concrete plants, and aggregate railhead depot supplying the South and South West region.


Neil Pollard

Neil PollardDivisional Managing Director – Hills Waste Solutions

Neil joined Hills in 2020 as Divisional Director – Commercial Collections and was appointed Divisional Managing Director – Waste Solutions in 2025. He brings over 20 years of experience in the waste management and logistics sector, with a strong background in leading operational and commercial teams. Throughout his career, Neil has delivered performance improvements, supported major service transformations, and led high-performing teams through complex change. He is committed to driving innovation, efficiency, and customer service excellence across the division.


Mark Tinson

Neil PollardDivisional Managing Director – Homes

Mark was appointed Managing Director – Homes in 2025, following several years in senior operational roles within the division. With a background in both construction and military leadership, Mark brings a disciplined, delivery-focused approach to housebuilding. A Chartered Project Professional and Member of the Association for Project Management, he has led successful residential developments with a focus on quality, safety, and community value. Mark’s earlier career in the British Army and Royal Marines instilled in him a strong foundation in leadership, planning, and resilience – skills he continues to apply in the housing sector.


Pamela Hunt

Director of HR

Pamela HuntPamela joined Hills in 2007 as a member of the HR team and has since progressed through a variety of roles across the department. She was appointed HR Manager in 2017, promoted to Head of HR in 2022, and became Director of HR in 2025.

With extensive industry experience and a deep understanding of complex employment legislation, Pamela has led numerous strategic initiatives and organisational transformations that have supported Hills’ continued growth. Her forward-thinking approach to people management and commitment to enhancing the employee experience have been instrumental in championing employee wellbeing and organisational culture.

As Director of HR, Pamela oversees all people-related activities across Hills’ operating companies. She is a Chartered Member of the Chartered Institute of Personnel and Development (Chartered MCIPD).


James Cook

Divisional Director – Commercial Direction & Business Development

Hills Quarry Products Executive Team
James joined Hills in 2022 as Divisional Director – Commercial and Business Development for Quarry Products, reporting to the Group Director. He oversees the profitable growth and strategic expansion of Hills’ commercial quarry operations and services. With over 20 years’ experience in the quarrying industry, as Commercial Manager and Business R&D Manager, James brings a wealth of sales experience and sector knowledge to drive new geographic and service area development.


Steve Burns

Divisional Director – Waste Solutions

Waste Solutions Executive Team
Steve joined Hills in April 2002 and has managed all aspects of the Waste Solutions division at some time for over two decades. With nearly 40 years of experience in waste management, including six years as Regional Director at United Waste Services, he now oversees Hills’ municipal collections activities with a focus on service quality, operational efficiency, compliance, and innovation.


Simon Allen

Divisional Director – Waste Operations
Simon Allen
Simon joined Hills in 2010 as Landfill Manager and progressed through roles in operations and compliance to become Divisional Director – Waste Operations in 2019. He is responsible for the Group’s landfill, composting, recycling and mechanical biological treatment (MBT) facilities. With a background in site operations and regulatory compliance, Simon brings over 25 years’ experience in the waste management industry and plays a key role in delivering sustainable, compliant waste solutions across the division


Caroline Wilde

Divisional Director – Commercial & Industrial

Caroline first joined Hills in 2000 working in the transport depot in Purton, before progressing into roles in Contract, Depot and Bid Management. After gaining further industry experience elsewhere, she returned to Hills Waste Solutions as Business Project Manager and was appointed Divisional Director – Commercial & Industrial in 2025. With over 20 years’ experience in the waste management sector, Caroline brings a strong background in business development, customer service, and commercial strategy. She is responsible for leading the commercial and industrial waste division, with a focus on service excellence, innovation, and data-driven growth. Her deep industry knowledge and commitment to customer relationships play a key role in strengthening Hills’ position as a trusted partner for businesses across the region.
